Meta ads or Google Ads first? A guide for Singapore SMEs

Should your Singapore business start with Google Ads or Meta ads? Intent vs discovery, which suits which business, budgets, tracking and WhatsApp ads, in plain English.

Short answer: Start with Google Ads if people already search for what you sell ("aircon servicing Tampines", "corporate lawyer Singapore"). Start with Meta ads (Facebook and Instagram) if people don't search for it yet but would want it once they see it, like a new snack brand or a nice café. Many SMEs end up using both, but one channel done properly beats two done badly.

What's the real difference?

Google Ads mostly catches intent. Someone types a problem into Google, and your ad shows up at the moment they're looking. Meta ads mostly create discovery. Nobody on Instagram is looking for you. You show up in their feed and give them a reason to stop scrolling.

Google also has Performance Max, a campaign type that Google says gives access to "all Google Ads inventory", including YouTube, Display, Search, Discover, Gmail and Maps, from one campaign. It can work well, but it hides a lot of detail, so for most small businesses we'd start with plain Search first.

Which one suits your business?

Here's how we'd usually think about it. Treat these as starting points.

Type of businessUsually start withWhy
Plumber, aircon, pest control, locksmithGoogle AdsPeople search when they have a problem
Lawyers, accountants, B2B servicesGoogle AdsHigh-value searches, buyers compare options
Clinics and aestheticsGoogle Ads, carefullyStrong search demand, but strict advertising rules apply
Cafés, restaurants, bakeriesMeta adsFood sells on visuals and location
Fashion, beauty products, giftsMeta adsDiscovery and impulse buys
Tuition and enrichmentOften bothParents search, but also respond to social proof and events
New product nobody knows yetMeta adsNo one searches for a brand they've never heard of

If you run a clinic, a property agency or another regulated business, check the rules before running any ads. Healthcare and property ads in Singapore have their own requirements, and the platforms have their own policies on top.

How much should you spend?

It depends on your industry, how competitive your keywords are, and how good your landing page and creative are. Anyone who quotes you a fixed cost per lead before seeing your account is guessing.

A few facts that help with planning:

  1. Google Ads budgets are daily averages. Google says a campaign "might spend up to twice your average daily budget" on a busy day, but over a month you won't be charged more than 30.4 times your average daily budget.
  2. Plan a test period. Give a new campaign a few weeks before judging it. The first stretch is about learning which keywords, audiences and ads work.
  3. Budget for the landing page too. Ads only bring people to the door. A slow or confusing page wastes the spend.
  4. Count management separately from ad spend. Ad spend goes to Google or Meta. Management is what you pay someone to run it. Ask any agency (us included) to quote the two separately, in writing.

We can't promise you a cost per lead or a return on ad spend. Nobody honest can. What we can do is set up tracking properly so you can see what's working.

Tracking: do this before you spend a dollar

Without tracking, you're paying for ads and hoping. Both platforms need to know when an ad led to something useful, like a form, a call, a WhatsApp chat or a sale.

For Google Ads: set up conversion tracking. Google defines a conversion action as "a specific customer activity that is valuable to your business", and you can track website actions, app activity, phone calls and offline sales. Enhanced conversions add hashed first-party data (like an email address from a form) to make measurement more accurate.

For Meta ads: install the Meta Pixel and set up the Conversions API (CAPI). Meta describes the Pixel as "a snippet of JavaScript code that allows you to track visitor activity on your website." The Conversions API sends the same events from your server, website platform or CRM, so you're not relying only on the browser. If you use both, check that events are deduplicated so one sale isn't counted twice.

For both: turn on auto-tagging in Google Ads, and add UTM tags to your Meta ad links, so Google Analytics 4 can show which campaign each visitor came from. And tell people on your forms how you'll use their details, in line with the PDPA.

What about WhatsApp click-to-chat ads?

In Singapore, a lot of customers would rather WhatsApp you than fill in a form. Meta's "ads that click to WhatsApp" are Facebook or Instagram ads that open a WhatsApp chat with your business when someone taps them. WhatsApp's own guide suggests running them for at least seven days for best results.

They work well for services where people want to ask a quick question first: renovation, tuition, catering, beauty services. Two things to plan for:

  1. Someone has to reply fast. A chat that waits three hours is a lost lead. Set up a greeting message and quick replies, or a simple auto-reply menu.
  2. Follow-up messages have rules. Under Singapore's Do Not Call provisions, marketing messages to Singapore numbers on apps like WhatsApp are covered. Replying to someone's question is fine. Sending them promotions later needs a DNC check or their clear consent.

If you use the WhatsApp Business Platform (API), here's how pricing works as of October 2026. When someone messages you from one of these ads and you reply within 24 hours, that reply is free and opens a free window of up to 7 days. Since 1 October 2026, everyday customer-service replies outside that window are only free for the first 1,000 a month per number. Meta changes these rules often, so check its pricing page before you plan around it.

Our honest take

If people search for what you sell, start with Google Search, a good landing page and proper conversion tracking. If they don't, start with Meta, a few strong creatives and WhatsApp chat ads. Add the second channel once the first is tracked and steady, often as remarketing to people who already visited your site.

Quick answers

Is Google Ads or Facebook ads cheaper? It depends on your industry, your creative and your landing page. Someone scrolling Instagram is usually less ready to buy than someone searching on Google, so compare the cost per lead or sale on each platform. Cost per click alone tells you very little.

Can I run Meta ads without a website? Yes. You can send people to WhatsApp, Messenger or an instant form. A website still helps people trust you before they buy.

How long before I know if ads work? Give a properly tracked campaign a few weeks. If nothing is tracked, you may never know.

Should I boost Instagram posts or use Ads Manager? Boosting is quick but limited. Ads Manager gives you proper goals, audiences and testing, so use it once you're spending regularly.

Can an agency guarantee my results? No. Results depend on your offer, prices, competitors and how fast you reply. Be careful of anyone who guarantees a cost per lead or ROAS.
